Jisc Procureweb's Annual Returns
Database (ARD), Efficiency Measurement Model (EMM) and Procurement Efficiency Survey (formally the
EMM Return) are used to improve collaboration and collate data
about procurement efficiencies achieved by English higher education
institutions respectively.
Jisc Procureweb's systems streamline the data collection
process.
Annual Returns Database
The Annual
Returns Database will allow you to generate reports relating to
your annual return data.
The database is a vital management information tool that drives
collaborative procurement within the Higher Education (HE) sector
and used by consortia to collect and analyse the non-pay spend of
their members.
Measure
Measure allows for input of data from any authorised point
across your institution and then facilitates the reporting of cash
savings and efficiency gains. Measure collects, collates and
presents your achievements in tabular and graphical formats
suitable for inclusion in internal reports to, for example, your
senior management as well as for reporting to your Funding
Council.
Measure has been designed for use by various sectors with data
entry now on a month-by-month basis. The intention is to continue
to develop Measure's functionality to help ease and improve the
management of data collection that facilitate the monitoring of
your institution's procurement achievements for you.
Measure has been developed for the sector by Spikes Cavell, on
behalf of Procureweb, and includes interoperability with the
company's Observatory which is being used across the public sector
to deliver the spend & supplier data necessary to identify real
savings, collaborate more effectively, improve contract compliance
and evidence success.
Measure is free to use by all HE institutions and where an
institution is a subscriber to the Observatory, the Measure option
will also be without additional fee. For Colleges there are

Procurement Efficiency Survey and BPI's
This annual survey (formally the EMM Return) comprises: the EMM
data which institutions have been completing for a number of years
and Best Practice indicators (BPI) data on behalf of HEFCE and
English National Procurement (ENP).
The purpose of the Efficiency Measurement Model is to enable
institutional procurement teams to demonstrate their efficiencies
to institutional senior management and governors.
The survey collates this information via Jisc Procureweb. Data
is summarised by region and then each Regional Purchasing
Consortium presents a consolidated high level report to HEFCE. Who
then use the summary information to report procurement efficiencies
to central government.
The UUK Strategic Procurement Group and ENP have agreed a set of
high level procurement best practice indicators which help the
group demonstrate the value of procurement in the sector, which
will also assist in setting a strategic direction for
procurement.
